Damn right. Let's hope it includes supermarkets so that those bloody women who walk at half a mile an hour, two trolleys abreast chatting about this afternoon's Loose Women while completely blocking the aisle can be prosecuted and served with the ASBO they so richly deserve.

I think the electric shock idea is excellent - this could also be applied to public sector workers, if the scientists can refine the technology to detect rate of movement.

Older citizens on skateboards sounds good in theory - but I find them quite dangerous and reckless even at their current speeds because they have little or no awareness of their surroundings. Might need to think on that one.

Progressive government is good indeed. Much better than Progressive Rock.

Don't worry - in the future, all trolleys will be mounted to a conveyor belt which runs the circuit of your supermarket at average walking pace. If people happen to stop and witter, their trolley just keeps on going...if you dawdle then you simply have to go back to the beginning and do it all again.

By process of Natural Selection the problem would die out within a generation or two.
